Description
Hamilton Borough Council mayor, J R Fow (seated left), Borough Engineer, J R Baird (centre), Town Clerk, W Waddell (seated right). the men far left and right are not identified. It is not known what they men are signing but given Fow's term as mayor finishing in 1938 and given the obvious 'occasion' this signing represents, it could well be a contract for removal of Garden Place Hill. Baird at this time was an assistant engineer for Hamilton.
