Description
The central figure is Mayor J.R. Fow. Engineer James Baird is on the left side of the car with Terrence Cummings, a reporter for the Waikato Times, standing behind. The workman fourth from the right is Ted Tuck. Jim Baird became Borough Engineer in 1942 and was a Councillor in the 1950s and 1960s. At the time of his death Terrance Cummings was the racing editor for the Waikato Times. Mayor Fow had this photo taken to commemorate the "first through the cutting". Little did he know the milkman had driven through earlier.
