His Worship the Mayor speaks to troops on parade. Location is not recorded. Standing behind him under umbrella is Premier Richard Seddon. In the background (right of centre) is Major General James Melville Babington in a dark uniform standing about opposite the colonel of the troop unit in the lighter uniform.
