Its possible that the middle gentleman is Frank Roberts with his model Wa locomotive sitting on the weighshaft cover. The model's box is sitting right midground. Roberts was born in 1882 so if this photo is around 1910-1920 that would make him late 20s to mid 30s in age. Looks about right.
